Introduction of an Integrated Regulatory Safety Oversight in Switzerland

Abstract

Since the technique of the Probabilistic Safety Assessment (PSA) has matured, the acceptance of PSA as a comprehensive analytical tool has increased world-wide. This tool enables the assessment of the balance of risk and of the impact of plant-specific hardware and procedural modifications, and operational events. Therefore, an increased application of plant-specific PSAs in “optimization” of safety, operational and maintenance practices is taking place that requires some evolutionary changes in the existing regulatory oversight process. In addition, a new Nuclear Energy Law has been enacted by the Swiss Parliament, and the accompanying ordinance contains risk criteria and requirements on the use and the application of the PSA in the overall safety review process.
