Ethical Considerations in Risk Communication

Ethical issues emerge whenever a decision or action has the potential to affect another person. Therefore, when we make decisions about communication— what to communicate to whom and when and how to communicate it—we are inevitably making ethical choices (Johanneson, 1996; Seeger, 1997). Choices related to the communication of risks almost always have important ethical implications (Cohen, 1996; Johnson, 1999). The dissemination of information about environmental pollutants, risks of using tobacco, disease risks associated with life-styles, location of some risk-related manufacturing, storage, or disposal facilities all have the potential to significantly affect people.
