Absorptive Capability, Local Innovation Networks, and International R&D Spillovers

An Empirical Study on theChinese ICT Industry

This chapter empirically explores the impact of different channels for both local innovation networks and international technology spillovers on the innovative performance of the Chinese information and communication technology (ICT) industry through analysis of panel data. Our findings indicate that the impact on innovation of ICT industry of international knowledge spillovers is about twice as much as that of local innovation networks. For the local innovation networks, we find that both local specialized and diversified economies have positive effects on knowledge spillovers, however, the positive effect of local academic spillover cannot be verified, which even shows a weakly negative effect. While for the international technology spillovers, we find that both export products and imported technologies have positive effects on technology spillovers, while the effect of FDI cannot be found. Our findings further suggest that regional ICT industry’ s absorptive capability, which includes R&D effort and effective stock of knowledge, is a requisite for facilitating the spillovers of channel for both local innovation networks and international technology spillovers.
