Reform Efforts and the Future: Where Do We Go from Here?
The tale of two US fisheries (Fig. 7.1) contrasts the good outcome – achieved with solid professional guidance and international cooperation – with the poor results achieved by the US regulatory system (see Section 8.2.1). Figure 7.1 depicts fish landings for haddock in the US northeast. The haddock landings record the steep drop prior to 1976 owing to the heavy fishing of the foreign fleet, which included large Russian trawlers and factory ships.
