Scenario Simulation for Network-Centric Technology Assessment

Network-centric system technologies are assessed for a number of quality characteristics including readiness, interoperability, and effectiveness. This assessment is carried out under a demonstration, trial, exercise or experimentation using a specially set up global multinational communications network and services infrastructure. This paper addresses the simulation of the scenarios under which such technologies are assessed. Guidelines are given for scenario simulation model development and credibility assessment. Role players such as warfighters, operators, and subject matter expert evaluators are employed to carry out a technology assessment under simulated scenarios. Well defined technology intended uses guide the role players and the simulation of the scenarios. A case study is presented for the assessment of an unmanned aircraft system technology at the 2006 Coalition Warrior Interoperability Demonstration (CWID) annual event.
