Abstract
Modern network services like Frame Relay provide information about the load or congestion state of the network in real time to all attached end-systems. This allows the end-systems to inject traffic into the network above the agreed service contract based on committed information rate and burst excess size. This paper describes a rate control algorithm that is added to the traditional TCP transport protocol elements which exploits the congestion state information conveyed in the Forward/Backward Explicit Congestion Notification (FECN/BECN) of frame relay. The simulated network and transport protocol behaviour for typical applications of the European Space Agency* shows a win-win situation for the network user and the network provider.
