Abstract
The deregulation of the global telecommunications market is expected to lead to a large increase in the number of market players. The increasing number of value added data services available will, at the same time, produce a wide diversification of the roles of these players. Subsequently the need for open network and service management interfaces will become increasingly important. Though this subject has been addressed in some standards (e.g., ITU-T M3010) the body of implementation experience is still relatively small. The PREPARE1 project has, since 1992, been investigating multi-party network and service management issues focusing on a multi-platform implementation over a broadband testbed. This paper reviews the problems encountered and the methodologies followed through the design and implementation cycle of the project.
