Abstract
The National Health Service (NHS) was introduced in 1948 with the aim of providing a high standard of comprehensive care for people from a fairly homogeneous culture and background. The nature of Britain today is multiracial and multicultural and yet NHS provision and training are still based largely on the needs of a homogeneous population. This can affect the care that black and ethnic minority people receive, making care less accessible or less appropriate to their needs in comparison with the care available and received by their white fellow citizens (Henley, 1991). However good the technical facilities available, without access they are useless. The Patient’s Charter describes the patient’s right to be given detailed information on local health services and to have access to a health service that has respect for privacy and dignity and religious and cultural beliefs (Department of Health [DOH], 1992).
