Abstract
Without the means to transfer technology we lose opportunity, not only of its application, but the means of evaluating its effectiveness. Numerous studies of technology transfer (most recently by the US DoD SEI) point to recommendations that are long term solutions. Yet, if we are to shorten the introduction of technology from its the often quoted 18 years to something much less, more effective methods must be employed. This paper discusses three areas where improvements to technology insertion are suggested: quantification of technology effectiveness, packaging, and motivation and incentive.
