Abstract
An organization may be thesubject of obligations and be responsible for not fulfilling its obligations. And in order for an organization to fulfill its obligations, it must act. But an organization cannot act directly, so someone must act on its behalf (usually some member of the organization), and this must be known by the “external world” (by the agents that interact with the organization).
