Fuzzy Multi-criteria Decision Making Approach for Transport Projects Evaluation in Istanbul

Abstract

Istanbul’s current transport systems’ capacity that stays inadequate faced with the uncontrolled growth of population has required the evaluation of several transport projects among which the construction of a new bridge, the construction of an under-water railway tunnel and the improvement of the current sea transport are cited as the most popular ones. This paper presents a robust two-phase fuzzy decision framework, which integrates the fuzzy Delphi method and a hierarchical distance-based fuzzy multi-criteria decision making (MCDM) approach, for evaluating these transport alternatives based on a comprehensive list of quantitative and qualitative performance attributes.
