Conclusions
It is important to stress that the legally binding instrument must be seen as a comprehensive, integrated tool of biological disarmament. Two measures have been addressed in this chapter. However, all the others, including investigations and international co-operation, for example, are equally important as they act in synergy and provide necessary balance to the legally binding instrument.
