Abstract

Starting from a sizeable investment in European R&D, always with a subsidiarity and consensus building perspective, resulting directly in crucial contributions to standardization both at the European (ETSI) and global (ITU) level, we build the case for the critical importance of the regulatory issues that make or brake a market (availability of spectrum, licensing, pan-European services, etc — and obviously the “single standard” versus “multiple standards” issue). Given the mobile explosion all over the world, and particularly in Europe, and the evolution towards mobile/wireless multimedia applications, we also analyze, in the context of ITU and WRC 2000, the anticipated need for additional spectrum for Third Generation in the medium to long term.
