Abstract
Researchers at UTS have developed a prototype positioning receiver to investigate the achievable performance of cellular positioning using the GSM network. Static positioning trials using this receiver have yielded accuracies of the order of 100 to 150 meters. The experimental setup for these trials, the locations in which the trials were conducted and the results achieved are discussed in detail. The trials have also yielded insights into a number of factors affecting the achievable positioning accuracy including multipath, NLOS reception, interference and the physical configuration of the cellular network. This paper also explores some of the complexities associated with establishing conformance regimes for the FCC E911 mandate.
