The Constitution as the fundamental law is the legal basis for the generation of other legal forms. In modern law-based society, all legislative actions of legislative organs are illegitimate without constitutional authorization. China’s current constitution also clearly stipulates the principle of enacting laws in accordance with the Constitution.
