Abstract

Economic structure and the pattern of resource flows passing through them are not static. After years of freewheeling economic development, massive social and economic stress has been accumulated and needs to be addressed. In response, government has proposed large set of structural reform objectives and implemented many reform proposals. While many of these problems are long-term in nature and cannot be solved with simple quick fixes, progress has been made largely due to the strong determination from the top leadership.
