Russia’s Navy-Coastguard Nexus
Russia commands vast maritime areas and considers maritime resources a bulwark of its socio-economic development and its aspiration to become a leading maritime power. This translates into an ambitious maritime policy with broad responsibilities for the Navy and the Coastguard, including in the Arctic that is a priority in Russia’s maritime policy. The Navy has suffered decay followed by rearmament, while the Coastguard has been reformed from a “Navy reserve” to a law enforcement agency. Most recently, the authors note an increased focus on cooperation and closer ties between the Navy and the Coastguard, including in military-maritime activities.
