Advanced Technologies in a Modern Risk Society: Role of Resilience-Based Approaches and Public Policy
This chapter is a complementary chapter to our discussions on resilience-based approaches/public policy in previous chapters by spotlighting advanced technologies in a modern risk society. Technology advancements are one of the characteristics of a modern risk society which may positively or negatively impact lives, social functions, and coexistence with natural environments. To put it succinctly, technology advancements impact human, social, and natural systems and/or their relationships. Particularly with respect to fostering resilient societies, it is critical to examine the relationship of technologies with resilience and public policy (see Chap. 1). This chapter articulates that the benefits of advanced technology to humans, society, and nature depend on how advanced technologies are utilized and incorporated in the policy formation process, and this relationship is critically linked with resilience-based approaches/public policy. The following section examines how advanced technologies are a core dimension of a modern risk society and a causal element of the need for resilience-based public policy. The examination will be grounded in the context of smart cities and artificial intelligence as emergent and transformational advanced technologies. Based on this analysis, the chapter will conclude with resilience-based policy implications for technology advancements in the context of a modern risk society.
