Policy Recommendations for Finding a Strategic Equilibrium Between Pressure from Population Size and Pressure from Aging in China

Demographic issues have long been a key factor influencing China’s socioeconomic development. The greatest challenge facing China from now until the middle of the 21st century is simultaneous pressure both from population size and from population aging, both of unprecedented extent. In this paper, we argue that finding a strategic equilibrium between these two pressures is of great significance. Given that we will continue the fundamental national policy of fertility planning, a moderate, gradual relaxing of fertility policies is the best route and necessary choice in reaching this equilibrium. Finally, we offer policy recommendations on that basis.
