With the increase in gambling revenues and expansion of commercialized gambling came gambling-associated problems. The scientific and political discourse has not addressed the question of who is to blame for the development of gambling disorders. There are many other factors besides individual-level risk factors that need to be integrated into the analysis of problematic gambling behavior. To address gambling disorders and effectively regulate the gambling market we propose the implementation of the precautionary principle.
