In den vergangenen Jahren ist erheblicher Forschungsaufwand betrieben worden, um die Wurzeln und die Besonderheiten einer europäischen Gesellschaft zu ergründen. Politische Entscheidungsträger und Wissenschaftler verweisen gerne auf die Gemeinsamkeiten zwischen europäischen Ländern, um die Schritte der vertieften wirtschaftlichen, politischen und rechtlichen Integration zu deuten und zu rechtfertigen. Häufig wird davon ausgegangen, dass die Europäer eine gemeinsame Tradition, eine gemeinsame Kultur und damit auch eine gemeinsame Identität eint. Obwohl der europäische Kontinent einst auch die Wiege des modernen Nationalstaats und des rivalisierenden Nationalismus war, wird heute verstärkt betont, dass es eine gemeinsame europäische Zivilisation und „natürliche“ Formen der Verbundenheit zwischen Europäern gäbe, die dem politischen Einigungsprozess vorausgeht. Inwiefern wir angesichts der langen Phase nationalstaatlicher Abschottung in Europa heute bereits von der Herausbildung einer europäischen Gesellschaft sprechen können, ist allerdings eine offene Frage (siehe dazu Müller in diesem Band). Maurizio Bach (2008) etwa deutet den Prozess der Europäischen Integration in erster Linie als Herausbildung eines neuartigen supranationalen Herrschaftsverbands ohne entsprechende soziale Basis – als Herausbildung eines neuen transnationalen Raums politischer Machtausübung ohne esellschaft. Andere wiederum sehen im Prozess der Europäischen Integration einen offenen und dynamischen Prozess der horizontalen Europäisierung ationaler Gesellschaften, der zum Abbau nationaler Egoismen und Eigenstän- digkeiten und möglicherweise sogar zur Entstehung einer neuen kosmopolitischen Gesellschaft führen kann (Beck/Grande 2004). Wir gehen davon aus, dass sich die Verbundenheit und horizontale Europäisierung der europäischen Nationalstaaten auch und vor allem im gesellschaftlichen Alltagsleben in vielfältigen horizontalen Aktivitäten und sozialen Verflechtungen über staatliche Grenzen hinweg widerspiegeln müsste, bevor man sinnvoller Weise von der Herausbildung einer europäischen oder gar kosmopolitischen Gesellschaft sprechen kann. Wir möchten deshalb in diesem Beitrag ein Bild vom derzeitigen Ausmaß der horizontalen Verflechtung Europas zeichnen, um die Annahmen einer zunehmenden Europäisierung nationaler Gesellschaften – beziehungsweise der Entstehung einer europäischen Gesellschaft auf eine empirisch breitere Grundlage zu stellen.
