Reactions to the Werner Report

Making particular reference to the wealth of previously unpublished documents in the Werner family archives, this chapter explores the reactions to the Werner Report, and to the Commission proposals on EMU which followed, from the European institutions—Parliament (budget, economic and financial committees and plenary sessions), the Commission and the Council of Ministers (Ecofin and Foreign Affairs)—, as well as the Member States (including the UK’s analysis on the subject), representatives of economic, civic and trade union organisations, civil society and the international media of all stripes.
