Planning, Implementation, and Operation of Coastal Ocean Observing Systems
Operational integrated coastal ocean observing systems (ICOOS) serve large stakeholder groups whose needs and expectations must be carefully assessed in order to design systems that provide responsive and useful data products. System design includes the selection of sensor suites and platforms appropriate to stakeholder needs, informed selection of emplacement sites such as to provide appropriately representative data for the area under study, and design and implementation of easily understandable and informative data products. Data-assimilating numerical models are custom designed for areas of interest to provide forecasts applicable for hours to days. Fixed platform emplacement may entail rigorous permitting processes that may extend over months to years. Fixed platform emplacement, recovery, and redeployment may also require heavy equipment and appropriate vessels as well as divers. Mobile platforms must be deployed and recovered from capable platforms, usually manned vessels. Sensor instruments mounted on fixed or mobile platforms require periodic maintenance to assure data quality. Data products must be served in as wide a variety of media as possible for effective and timely delivery to the stakeholder.
