There can be little doubt that policy analysis and decision-making concerning the complex issues facing society today stand to benefit from the enormous information processing capability of the computer — if it is properly used. Proper use requires more than anything else an adequate understanding of the social, political, psychological, technological, ecological, and economic systems and processes of which a societal system is composed, as well as the availability of instruments which match the different information processing capabilities of man and computer in an optimal manner.
