I have noted that development cooperation agencies have played major roles in the transition from colonies to independent countries. In the education sector, these agencies supported tens of thousands of teachers at school and university levels in the newly independent countries, and also administrators in Ministries of Education. They also provided expatriate staff in other sectoral ministries, especially the treasury and economic planning.
