This chapter presents the memories of members who were involved in the development of a new form of parliamentary diplomacy. It gives an overview of the attitudes of members to their work in external relations and then considers the different instruments they have developed to enable them to have an impact. It looks in particular at the power of consent, the use of the budget, the framing of legislation, the development of election observation as well as the role the institution has played in promoting ideas, upholding human rights and supporting integration as a way of resolving conflicts.
