The Model for Meeting Digital Economy Needs for Higher Education Programs

The study is carried out in response to the need to provide the economic digitalization of Russian regions with academic programs developed by national universities. In this regard, the paper is focused on researching into the reasons of the digital agenda disregarding higher education programs and their role in training the staff able to create new digital platforms and technologies, progressively introduce existing tools and decisions. The disclosure of the environment enabling to transform digitalization-based academic programs into an impetus of digital economy of a Russian subject, a driver to develop an innovative sector and a regional university network would address the shortage of highly qualified staff and help Russian regions catch up with the leading countries of digital transformation. The authors used a method of modelling to address the issues of providing regional economic digitalization with higher education programs within the framework of the unanimity of Russian and foreign scientific opinions and the world practice of territorial administration and sectoral governance. The paper presents theoretical and methodical basis for providing regional economic digitalization with higher education programs, provides an interpretation of triple-helix model as a method based on an innovative initiative and the equality of subjects in the chain ‘universities – businesses – governments’, reveals the direction of how to use the model in diversifying academic programs and distributing them spatially. The research has resulted in grounding the theoretical and methodical foundations of modelling as a method to providing regional economic digitalization and regional industries with higher education programs; a model well-balanced with regional and industrial strategies, university research activities; a strategy to implement the model in the economy of Russian regions. The study is scientific and practical value for researching into socio-economic development of Russian subjects and regional university networks, programming educational development.
