van Boven sought to move the UN towards addressing the fundamental, structural conditions that led to violations of human right, including the challenges related to under-development. Under his leadership, to give effect to economic, social and cultural rights of the poor and marginalised he would foster discussion on a draft declaration on the right to development that would later be adopted by the UN General Assembly.
