Abstract

In contrast to every other war in which Israel has been involved, in the Gulf War Israel Defense Forces (IDF) soldiers were not engaged in combat. Although the country was subjected to 39 missile attacks that killed two, injured others, and caused extensive damage to property, the army was kept on a leash. It could do nothing to prevent, mitigate, or punish the attacks in which enemy weapons were trained on Israel’s civilian population. This is a disconcerting situation for any army and all the more so for the IDF.
