A new Approach to Unstructured Problems of Decision Making

Abstract

In the H. Simon’s classification of problems presented in chapter 1, one can mark off a class of unstructured problems featuring variables of qualitative nature and unknown relationships between the variables. H. Simon noted that, although one often faces such problems when making strategic decisions of economic, political, etc., nature, the means for solving them were developed inadequately. In fact, the main characteristics of these problem are of qualitative nature, and sufficiently reliable quantitative models are still lacking. Let us consider some detailed examples.
