Business and Regulatory Issues in PCS
Abstract
I appreciate the chance to speak to you today. It just so happens that when I accepted this invitation to speak months ago, I had expected the Commission to have, by now, made a decision on PCS. Little did I know that I would now be less than a week away from making a decision, again, on PCS. Needless to say, this is a very timely subject. Industry is flocking into Washington and, as is typical of periods before these decisions where no one can come into the Commission, we get calls from the wee hours of the morning until about midnight saying “There’s one thing I forgot to tell you...” In fact, in order for me to come down here, I had to schedule a conference call and many other things on this very subject back in Washington because of the extensive interest in it from all corners. I will face these same forces when I get back. It’s very comforting to be down here in an academic environment to talk about this for a change.
