Abstract
The motivation for this work developed while the author was at the Quantum Theory Project, Gainesville, Florida, 1969–1973. During that period I had the privilege to attend the inspiring lectures of Professor Per-Olov Löwdin, to get exposed to his deep insight and undaunted scientific spirit, and to know him as a friend. It is with gratitude and affection that I wish him a very happy 60th birthday and many more years of happiness and scientific productivity.
