Abstract
This chapter provides a synthesized explanation as to the problems appearing in the process of Chinese agro-development cooperation with Africa, particularly in terms of the ‘innovative agro-aid model’ and ‘agribusiness model’. Adopting a public policy implementation (PPI) approach, it develops the explanation at three levels—respectively policy, implementer and environment. While the three sets of factors all play an indispensible role, the ‘implementer’ element is taken as the most prominent in explaining the policy results (esp. the ‘implementation gaps’) as observed in the case of China-Africa agro-development cooperation—and this is mostly due to the proactive role that the implementers could exert to remedy imperfect policies and counter unfavourable environments in this particular PPI situation.
