Abstract
The Administrative Procedure Law provides that people’s court handles lawsuits brought by citizens, legal persons or other organizations because they believe that the administrative organ fails to perform in accordance with the law, fails to act in accordance what has been agreed upon or makes altercation or changes illegitimately, rescinds the government franchise agreement, land and housing expropriation compensation agreement and other agreements.
