Abstract

Primary and secondary education in Japan has undergone drastic changes in the past few decades. The starting point was the establishment of an Ad Hoc Council on Education (Rinkyoshin) in 1984. Yasuhiro Nakasone became Prime Minister in 1982 and undertook radical reforms of the post-World War II regime. Education reform was one of his major concerns, and the Rinkyoshin was created as his advisory panel.
