Introduction: A Meta-theoretic Evaluation Framework for Kaiyu Studies

Abstract

A meta-theoretic viewpoint is presented for the evaluation of the urban development policy. Three kinds of typical evaluation schemes are extracted that drive various urban studies to evaluate urban development policies. They are the ideal city type, the activity effect type, and the city formation system type evaluation schemes. Advances in Kaiyu studies are driven by the evaluative framework based on the basic and the extended forms of the activity effect evaluation scheme.

    Three evaluation schemes for the first time were introduced and discussed by Kumata and Saito [1]. Recently Saito [5] revisited the three evaluation schemes to review the past, ongoing, and future of Kaiyu studies in the new age of ICT (Information and Communication Technology) and IoT (Internet of Things).

    For example, the journal by the City Planning Institute of Japan recently organized special topics on evaluation and rankings of cities [2].

    The Ministry of Land, Infrastructure, and Transport recently published the handbook for evaluating urban structures on their website [3].

    Refer to the writings of Nishiyama on his methodology of the survey of living behaviors of residents in houses, in particular, House Planning in Vol.1 by Nishiyama [4].

    One of the earliest attempts to evaluate the city center space from consumers’ Kaiyu behaviors is Saito [6], which is based on the basic form of activity effect evaluation scheme. Other Kaiyu studies based on this basic form of activity effect evaluation scheme will be presented in Part II of this book. The policy extension form of activity effect evaluation scheme started with a study on estimating the economic effect of the 100-yen city center circuit bus. Yamashiro [7] characterized the study as a consumer behavior approach to urban development. Kaiyu studies based on the consumer behavior approach will be discussed in Part III to Part IV of this book. Further developments of the policy extension form of activity effect evaluation scheme to various city center revitalization policies such as Kaiyu marketing are the themes of Part V to Part VIII of this book.
