Abstract

This chapter moves on to examine the relationship between politics and education reform between 2000 and 2008 under the governance of the DPP. The party alternation of 2000 interrupted the equilibrium (3, 3) that enabled repeated and continuous cooperation between players on education reform from 1994 to 2000. Such fundamental political change induced players to alter their preferences and strategies, and to re-examine their strategies of cooperation and non-cooperation.
