Deregulation and Grand Coalition of Players Under the KMT Government (1994–2000)

Abstract

For decades, the KMT acted as the dominant player in Taiwan’s education; then, in 1994, another major player, the reformists, through the strategy of mass rallying and campaigning, successfully turned education reform into a salient political issue, roused public discontent against the educational status quo, and forced major players, including the MOE under the KMT, to adjust their preferences and strategies regarding education issues.
