Abstract
The necessity of radical and sufficiently rapid (on a historical scale) changes in the options for social and economic development of mankind and for transition to “sustainable development” is most comprehensively substantiated and reflected in the resolutions of the UN Conference in Rio de Janeiro in 1992. These changes will obviously apply to the energy sector, influence its development, and place new requirements upon it, which should be taken into consideration in devising a new methodology of energy investigations and forecasting.
