Zusammenfassung
Im Zuge der globalen Finanzkrise hat die Kommunikation geldpolitischer Entscheidungen vor dem Hintergrund gestiegener Unsicherheit und neuer „unkonventioneller“ geldpolitischer Maßnahmen an Bedeutung gewonnen. Mit der Forward Guidance hat ein kommunikationspolitisches Instrument Einzug in den Instrumentenkoffer der Notenbanken gehalten. Es zielt darauf ab, die Erwartungen der Marktteilnehmer über die zukünftige Geldpolitik zu steuern. Für eine wirksame Erwartungssteuerung ist aber nicht nur die Auswahl der gesendeten Informationen durch die Zentralbank wichtig, die sich im Spannungsfeld zwischen Klarheit, Flexibilität und Glaubwürdigkeit bewegt. Auch der Übertragungsweg der Information und die Interessen der Informationsübermittler können die gesendete Botschaft beeinflussen. Zu guter Letzt spielen die Finanzmarktteilnehmer als Empfänger der Information und als mit begrenzter Aufnahmekapazität und -bereitschaft ausgestattete Menschen eine zentrale Rolle dabei, welche Informationen tatsächlich den Empfänger erreichen. Eine gute Kommunikation, die diese Hindernisse berücksichtigt, kann damit die Effizienz der Geldpolitik wesentlich erhöhen.
