Zusammenfassung
Der nachfolgende Beitrag beleuchtet grenzüberschreitende Wertschöpfungsnetzwerke und die auf sie bezogenen globalen Rahmenabkommen als Teilarenen im Handlungsraum einer transnationalen Arbeitspolitik. Ins Zentrum der Betrachtung wird der Versuch einer organisationstheoretischen Fundierung der Handlungsmöglichkeiten von transnationalen Gewerkschaftsnetzwerken gestellt. Ausgehend von der nach wie vor mangelhaften Durchsetzung globaler Arbeitsstandards werden zunächst die besonderen arbeitspolitischen Herausforderungen von grenzüberschreitenden Wertschöpfungsnetzwerken dargestellt. Anschließend werden zwei illustrative Fälle von globalen Rahmenabkommen genutzt, um den Bedarf an interorganisationaler Zusammenarbeit deutlich zu machen. Darauf aufbauend werden organisationstheoretische Konzepte – Netzwerkverfassung, Management interorganisationaler Beziehungen und relationale Koordination – zu ihren Beiträgen befragt, den Aufbau und das Management handlungsfähiger transnationaler Gewerkschaftsnetzwerke zu unterstützen.
