Zusammenfassung
Niedrige Wahlbeteiligung und mögliche Unterschiede in den Parteipräferenzen zwischen Wählern und Nichtwählern können sich auf die Stimmenanteile der Parteien bei den Wahlen zum Europäischen Parlament (EP) auswirken. Wir simulieren das kontrafaktische Wahlverhalten von Nichtwählern bei den EP-Wahlen 2009 und 2014, indem die Nichtwahl als fehlender Wert betrachtet und mittels multipler Imputation geschätzt wird. Die Ergebnisse zeigen, dass kleinere Parteien von einem Anstieg der Wahlbeteiligung auf das bei den nationalen Parlamentswahlen beobachtete Niveau profitieren würden. Für die Erwartung, dass linke Parteien von einer höheren Wahlbeteiligung profitieren würden finden sich keine Belege. Auch Argumente, nach denen ideologisch extreme oder regierungsverantwortliche Parteien von einer steigenden Wahlbeteiligung profitieren würden, werden von den Daten nicht gestützt. Parteien, die sich an euroskeptische Wähler wenden, könnten 2014 von einer höheren Wahlbeteiligung profitiert haben. Eine ähnliche Wirkung durch die Betonung euroskeptischer Positionen im Parteiprogramm findet sich jedoch nicht. Unser Vergleich der EP-Wahlen 2009 und 2014 legt nahe, dass der Kontext der Wahl das Ausmaß bestimmt, in welchem eine niedrige Wahlbeteiligung das Parteiergebnis beeinflusst.
