Zusammenfassung
Nicht erst seit den Ereignissen in Duisburg im Juli 2010 ist der planerische Umgang mit verdichteten Menschenansammlungen eine gesellschaftspolitische Herausforderung. Mit dem Begriff „Crowd management“ wird in den letzten Jahrzehnten eine Technik beschrieben, die sich dieser Herausforderung als Sicherheitsaufgabe annimmt. Dabei handelt es sich nicht um eine Neuerfindung, sondern um die Systematisierung von bereits vorhandenen Wissensbeständen zum Umgang mit Menschenmassen (vgl. Fruin 1993; Berlonghi 1995; Runkel u. Pohl 2012).
