Nationale Differenzen haben die Geschichte Europas der letzten 150 Jahre bestimmt. Diesseits dieser Differenzen bleiben weiterhin Differenzen wirksam, die die Vorgeschichte der Nationalstaaten in Europa geprägt haben. Geographisch gesehen sind dies Nord-Süd-Differenzen und Ost-West-Differenzen, die ihrerseits mit sozialen Strukturen zu tun haben: kulturellen Differenzen, (katholische versus protestantische Räume in Europa), und ökonomischen Differenzen (feudale Agrarordnungen versus stadtbürgerliche Händler- und Handwerkerkulturen). Stein Rokkan hat dies als das besondere System von Spaltungsstrukturen („cleavage structure“) in Europa bezeichnet.
