Regierungspopularität auf Kredit: Wirtschaftsbilanz, Wende und Wählerwille

Zusammenfassung

Es scheint in der Natur des politischen Machtwechsels zu liegen, daß solch einem Wechsel oft Mißgeschick auf dem Fuße folgt — sei es eine Niederlage im Krieg, sozialer Aufruhr, ein Korruptionsskandal, ein hartnäckiges politisches Problem oder eine wirtschaftliche Krise. Unheil dieser Art zehrt am Rückhalt der amtierenden Regierung und möglicherweise an der Legitimität des gesamten Regierungssystems. In modernen Demokratien sind Wahlen das klassische Mittel, um der öffentlichen Unzufriedenheit Ausdruck zu verleihen und unliebsame Regierungen abzulösen. Eine positive Gesamtsituation sichert der Regierung die Macht, während negative Entwicklungen die Wiederwahl gefährden. In den Worten eines ‚Klassikers‘ der Wahlforschung: „the party division is most likely to be changed by a negative reaction to the record of the party in power.“2
