Zusammenfassung
Viele Unternehmen antworten auf die Anforderungen der sich wandelnden Märkte mit Restrukturierungen, welche zugleich mit der Dezentralisierung von Entscheidungen eine Verstärkung des Marktdrucks beabsichtigen. Beispiele sind Profit-Centers, Geschäftssegmentierungen, Holdingstrukturen oder sogenannte „virtuelle Organisationen“. Auch in öffentlichen Verwaltungen sind im Zuge des New Public Managements ähnliche Bestrebungen im Gange. E. Frese untersuchte diese Entwicklung in scharfsinnigen konzeptionellen und empirischen Arbeiten1. Er fragt, wie die zunehmende Einführung von Marktelementen in die Unternehmen zu interpretieren ist, obwohl seit der bahnbrechenden Arbeit von Coase (1937) die Ansicht weite Verbreitung gefunden hat, daß im Markt und in Unternehmen grundlegend unterschiedliche Prinzipien der Koordination zur Anwendung kommen. Diese Frage hat hohe Aktualität angesichts widersprüchlicher Entwicklungen in der Praxis. Einerseits hat in der letzten Dekade die Einführung interner Märkte und von Verrechnungspreisen erheblich zugenommen2, andererseits schwächen einige Unternehmen wie z. B. ABB die weitgehende Aufgliederung in Profit-Centers wieder ab3, und es zeigt sich — so etwa am Beispiel der Entwicklung des IBM-Personalcomputers — daß die dezentrale „virtuelle Organisation“ keineswegs immer erfolgreich ist4. In der theoretischen Diskussion um die Theorie der Firma ist ebenfalls eine Gegenbewegung zur Dominanz marktlicher Koordinationsmechanismen innerhalb des Unternehmens zu verzeichnen. So stellen Rumelt/Schendel/Teece (1991) fest: „Twenty-five years ago economists, asked how a firm should be managed, would have (and did) argue that subunits should be measured on profit, they should transfer products, services, and capital to one another at marginal cost, and the more internal competition the better. Today, we know that this advice is ill founded. Firms replace markets when nonmarket means of coordination and commitment are superior.“5
