Abstract
Global issues are often beyond the ability of international government organization to deal with alone. They emerge unexpectedly – the controls of the internet; violently and rapidly – the threat of bio-terrorism; or they are cyclical – the privatization of cultural heritage. These examples Masters has chosen have commonalities – they are global, they require action; member-states are not necessarily in concordance on their importance; and they all require global public-private partnerships by way of response.

The UNTOC is actually silent on what constitutes organized crime. However, it defines an “organized criminal group” as “…a structured group of three or more persons , existing for a period of time and acting in concert with the aim of committing one or more serious crimes or offences established in accordance with this Convention, in order to obtain, directly or indirectly, a financial or other material benefit.” (UNTOC, art. 2(a)) Thus, the implication can be drawn that organized crime is the activities involved in, and preparatory to, the commission of serious crime by an organised crime group.

This bequest included the pictures and statues of the Uffizi Gallery, Royal Palace, Villa Medici in Rome, the Palazzo Pitti and collections of jewels, cameos, coins, bronze statues, antiquities, libraries, ceramics, tapestries, precious furniture, gold, silver and porcelain tableware, the Boboli Gardens, reliquaries and religious items and Medici Chapel.
