Abstract
This chapter analyzes how major stakeholders (farmers , fishermen, fish traders, and local authorities) living in the coastal villages of Ky Anh assess climate change -associated hazards. A two-round Delphi approach allows to rank a series of effects and mitigation measures. The results contribute to a vision on local adaptation actions and policy to foster the capacity and the resilience of major local groups.
The chapter is structured in two main parts. It takes off with a description of the two Delphi rounds which were organized on questions and statements which fit in the logic of a drivers-pressure-state-impact-responses (DPSIR) model. After Kendall ’s test showing a strong coherence in the answers of the stakeholder groups, the data are restructured in vision on priority action for the region .
