Abstract
This chapter examines good governance reforms in the Western Balkans in the context of these countries’ EU membership aspirations. The focus is on two ethnically divided power-sharing states, Macedonia and Bosnia and Herzegovina, and the reforms in the security sector, which were conducted under substantial EU influence. The contribution engages with arguments of Europeanisation and the enlargement literature, questioning the established asymmetry of Europeanisation through enlargement, with the EU providing good governance models and applicant states complying and ultimately internalising good governance values. Rather, based on the evidence of the two policy cases, it argues that in the ethnically divided context in the Western Balkans EU membership can contribute to further ethnicisation of politics, becoming a token in policy competition between ethnic groups.
