Abstract

The current Gambling Act determining the gambling situation in Slovenia was initially passed in 1995, modified over time, with the last change occurring in 2014. The Gambling Act distinguishes two types of licences for conducting games of fortune: ‘classic games’ and ‘special games’. The State generates revenues from gambling through two channels, firstly through licence fees and secondly through gambling taxes. We argue that gambling in Slovenia is very much tourist-oriented. In contrast, a vast share of the money raised by gambling-related taxation is dedicated to sports organisations and disabled persons’ organisations funded through two foundations. We systematically analyse both policy directions along with gambling-related problems so as to be able to outline the need to reform the current gambling policies.
